The City of Los Altos is currently working on three sewer main repair and replacement projects in order to ensure the ongoing efficiency of the City’s sewer needs. The scope of work to be completed includes, but is not limited to the following:
- Potholing of existing utilities
- Replacement of existing 12-inch sanitary sewer mains with 15-inch and 18-inch sewer mains
- Replacement of 6-inch sanitary sewer mains with 10.75-inch mains
- Lining of sanitary trunk sewer mains
- Pipe sag repairs
- Disconnecting and reinstating of sewer lateral connections
- Traffic control and bypass pumping of sanitary sewer flow
The City’s contractor, California Trenchless, Inc. (CTI), will use the pipe bursting method, open cut-method and the cure in-place pipe lining method during construction. The pipe bursting method, even though it is a trenchless method, still requires excavation of trenches/pits for the insertion and pulling of the pipe bursting head. Also, CTI will excavate pits to disconnect and re-connect the sewer laterals that are connected to the sewer mains that were replaced. The lining of the three trunk sewer mains (two on Springer Road and one on El Camino Real) do not require any excavation. The liner is inserted from one manhole to another manhole. All of these methods of pipe replacement and repairs require bypass pumping system set-up.

Projected community impact
The construction of these projects is estimated to begin in the summer of 2013 and is estimated to end in the spring of 2014. The contractor will provide traffic control devices during construction, including detour signs as necessary.

February 10, 2014 Update:
The bulk of work on Springer Road is complete. Work remaining to be complete includes re-installation of a sewer manhole and inspection of completed sewer repairs. Assuming all work passes inspection and weather permitting, Springer Road should be cleared of construction equipment in the next couple of weeks.
NOTE: The next phase of this project will take place on El Camino Real between Sherwood Avenue and Ortega Avenue. Site prep work will take place on Friday, February 14 and Tuesday, February 18. Both days, between 8:00 a.m. and 4:00 p.m., the lane closest to the sidewalk will be closed. Work will resume on El Camino Real from Friday, February 21 at 9:00 p.m. until Monday, February 24 at 5:00 a.m. Traffic control will be in place on El Camino Real between Sherwood Avenue and Ortega Avenue. Southbound flowing traffic on El Camino Real will be reduced down to 1-lane – it is advisable to avoid the area if possible. Additional traffic impacts include prohibited left turns from Showers Drive onto El Camino Real and prohibited right turns out of the Whole Foods parking lot.
A temporary VTA Bus Stop will be operated during the weekend of February 21 through the morning of February 23.
January 28, 2014 Update:
This week, crews are assembling a sewer bypass pumping system on Springer Road that will stretch from Shady Creek Lane to Paco Drive. Eastbound traffic on Cuesta Avenue will be detoured down alternate residential streets. Westbound traffic on Cuesta Avenue will be open, however, drivers should expect delays. Left turns will be restricted for both northbound and southbound traffic on Springer Road. Also, left turns from Arboleda Drive and Shady Creek Lane will be restricted.
January 9, 2014 Update:
Major sewer repair work started on Springer Road this week and is expected to continue into February. Work is being done on two segments: near Cuesta Drive and near Rosita Avenue. Above ground pipes will be assembled and used as necessary along the street centerline to convey sewage temporarily before the below-ground pipe repair progresses.
Through-movements on Springer Road will not be obstructed, but left turning movements from Riverside Drive and Shady Creek Lane will be prohibited and will be detoured with appropriate signage.
Sewer pipe bursting and upsizing has completed on Oak Avenue, Truman Avenue, Morton Avenue and Fallen Leaf Lane. Temporary trench patching material will be replaced next week with permanent asphalt on all areas disturbed by the excavation work at these locations.
